Executive Director

I found my calling making a difference in seniors’ lives by improving or enhancing services that assist them to retain their independence and quality of life.

Claudia Estrada is the executive director in San Bernardino and has over nine years of leadership experience in healthcare management and the Program of All-inclusive Care for the Elderly (PACE), most recently with AltaMed.

Claudia earned her bachelor’s degree in behavioral sciences from the University of La Verne in California and is currently pursuing a Lean Six Sigma Black Belt certification for process improvement. Prior to joining InnovAge, Claudia successfully developed and implemented service recovery tools, and has a wide range of experience ensuring that organizations adhere to regulatory standards.

Claudia grew up in California with four brothers and sisters. Claudia enjoys traveling, spending time at the beach, and being with her dog Sabrosa, a chow-shih tzu mix.

Regional Medical Officer – Central and Western Regions

My father always said, "It takes courage to age." I enjoy working with the interdisciplinary team at InnovAge, and courageous seniors, to keep our worlds large, and our time meaningful.

Dr. Strange earned her Doctor of Medicine (MD) from the St. Louis University School of Medicine, and is a diplomate with the American Board of Family Practice. A Colorado native, she has spent her career in private practice and residency faculty positions, teaching the next generation of family physicians in Pueblo. In 2015, the Association of Family Medicine Residency Directors gave her the Bronze Program Director Award. Under her leadership, Southern Colorado Family Medicine in 2012 and 2015 received NCQA Level 3 recognition for providing patient-centered medical care. Dr. Strange’s husband is also a family practitioner and they have three children. She enjoys volunteering with her church, riding bicycles and hiking.

Executive Medical Director

My grandparents had tremendous influence on me and I have dedicated my career to caring for older adults. I am pleased to partner with InnovAge to bring PACE to more people in the Inland Empire.

Dr. Randolph is the medical director of Integrated Long Term Care Medical Group, which provides California-licensed physicians and nurse practitioners to serve participants of InnovAge California PACE (ICAP).

Dr. Randolph is board certified in family medicine and geriatric medicine. He earned his medical degree from the University of California in San Diego. Dr. Randolph completed his residency and geriatric fellowship at San Bernardino County Medical Center.

Dr. Randolph was in charge of a large hospital-based clinical care program for older adults, which provided training for physicians in geriatric medicine. He is married and has one son. He has lived in Northern California and now resides in San Bernardino.

Nurse Practitioner

I want to provide PACE participants with the best care. The same care I want to have when I am their age.

Crystal Zhang earned her nursing degrees at Azusa Pacific University. She is board certified as a family nurse practitioner by the American Association of Nurse Practitioners. While she was in college, she worked as a volunteer at the Veterans Administration (VA) Loma Linda Healthcare System in the emergency department and intensive care unit.

Crystal is a home tutor and has been teaching Mandarin for more than 10 years. She also speaks Chinese. Crystal lives in Redlands, Ca. and has a teenage son. She enjoys hiking, jogging, and spending time with family.

InnovAge PACE is very important for seniors. I enjoy providing them with complete dental care they may not have had access to in the past.

Dr. Huigens earned his Doctor of Dental Surgery Degree (DDS) from the University of Oklahoma Health Sciences Center, College of Dentistry. He graduated with honors. He also earned a Physician Associate Degree from the University of Oklahoma College of Medicine and a bachelor degree in biology from the University of LaVerne in CA. Upon graduation, we was in private dental practice in La Verne, CA. Dr. Huigens has a special interests in dental implants and dental appliances to treat sleep apnea. He also volunteered as a dentist at a low-income children’s dental clinic. Dr. Huigens has always been interested in healthcare and nearly every job he’s held has been in the medical profession. As a college student, he worked as a paramedic and as a physician associate at an orthopedic surgery practice. In his spare time, Dr. Huigens enjoys art, music, do-it-yourself projects, working on his car and spending time with his son.

Nurse Practitioner

I love the diversity of our participants and the congeniality of our clinic staff. I believe in the PACE program and the service we give our members.

Mabel Carson is a nurse practitioner with Long Term Care Medical Group, which provides California-licensed physicians and nurse practitioners to serve participants of InnovAge California PACE (ICAP).

Mabel is accredited by the American Association of Nurse Practitioners. She earned her master’s degree in nursing from Southern Adventist University in Collegedale, Tennessee. Mabel was trained as a family nurse practitioner but her passion is serving the older population. She loves witnessing their successes and accomplishments. Mabel enjoys getting to know her patients and finding out what makes them who they are.

Mabel is married and has two grown children and four grandchildren. She was born in Peru and has lived in New Jersey, Tennessee, Florida and California. She enjoys traveling and playing Pickle Ball.

What I most enjoy about working with aging adults is hearing their remarkable stories.

A love of dentistry is in Dr. Hanrahan’s family genes. He is a second generation dentist, following in the footsteps of his father. He feels fortunate to have thrived in this rewarding career.

Dr. Hanrahan attended University of the Pacific Dental School in San Francisco, California, where he received his Doctor of Dental Surgery (DDS) degree. Upon graduation, he practiced general dentistry side-by-side with his father in a small family dental office in Garden Grove, California, where he has been practicing for nearly 40 years before coming to InnovAge. His professional memberships include the American Dental Association and the California Dental Association.

Dr. Hanrahan is also a caregiver for his 88-year old mother. He enjoys watching baseball and listening to blues music —he has over 400 albums in his collection.

Jacquiline earned her Masters Science
nursing degree from Holy Names University
in Oakland Hills, California. Prior to joining
InnovAge, Jacquiline was a family nurse
practitioner and a medical-surgical registered nurse in a variety of medical settings. Jacquiline is passionate about serving others, from natural disaster victims to people experiencing homelessness. Jacquiline was born in Hoboken, New Jersey. She lived in Hawaii for two years and moved to California in 2016. Jacquiline is a nurse practitioner with Integrated Long Term Care Medical Group, which provides California-licensed physicians and nurse practitioners to serve participants of InnovAge California PACE (ICAP).

Primary Care Doctor

I love the patients at InnovAge and I strive to keep them happy and healthy.

Dr. Schaina is board certified in family
medicine. He earned his doctor of osteopathic medicine degree from Western University of Health Sciences and completed his residency in family medicine at Arrowhead Regional Medical Center in California. Previously, Dr. Schaina was a math and engineering professor. His passion for helping others is what led him to a career in medicine. Dr. Schaina’s interests include playing bridge at a local senior center, watching Star Trek and visiting Disneyland. Dr. Schaina is a physician with Integrated Long Term Care Medical Group, which provides California-licensed physicians and nurse practitioners to serve participants of InnovAge California PACE (ICAP).

Dr. Siraj is a physician with Long Term Care Medical Group, which provides California-licensed physicians and nurse practitioners to serve participants of InnovAge California PACE (ICAP). Dr. Siraj is board certified in family medicine and geriatric medicine. She earned her doctor of medicine from Kempegowda Institute of Medical Science in India. Dr. Siraj completed her residency in family practice and her geriatric fellowship at the University of Arkansas for Medical Science. Prior to joining InnovAge, Dr. Siraj was a Chief Resident Hospice Medical director. She also served as a mentor to medical students. Dr. Siraj is married and has two children. She enjoys swimming, reading and traveling.
